She was the first women to be elected to Congress in 1916. After running unsuccessfully for the Senate in 1918 she became more actively involved in social issues. She was elected to Congress again in 1940. She was the only member of Congress to vote against entering both World Wars. She was a lobbyist and worked for the National Council for the Prevention of War beginning in 1929.
